Mine are stored out of the way in a dry environment but not locked in a specific container. Could you imagine the size of cabinet some people would need if they had to stash say 5000 carts? With the laxity of some cert holders (tripped over a 12G rested against it the other day in a house!) It will never happen. Until some moron decides it will eliminate gun crime! As things stand, it is perfectly legal to posess Shotgun cartridges without the need for a certificate anyway, so why have to lock them away?
