Is this true

I have 3 working dogs, I went for a walk on a public footpath today and was told I would get fined if I don't get a collar with name add ect on it around my dogs neck.

Is this true I've never had a collar on my dogs as their in and out of cover, under fences & gates its just not practicable

keep a dummy or ball in your pocket and if challenged say its in training thats if your ever unlucky enough to bump into a jobsworth also who polices this????
