Underdog
I always understood shortening is not an issue, rifle or smooth bore. I had a 22 shortened but not threaded for a mod, no re proof needed. The smith is a stickler for the rules! U.
TIGHTCHOKE
Whereas a ring bulge remains a possibility, I'll hazard a guess and say the owner made a mess of the choke threads - either somehow cross threaded or ruined trying to remove a seized choke, or even having fitted a non compatible choke. I reckon that's the best guess so far! A shortened barrel does not require re-proofing as long as it is over 24".
station
Cut only - ok. Cut and thread - reproof if you decide to sell on.

Irrespective of the barrel length It wouldn't need to be re-proved.....however if the barrel length of a smoothbore gun is under 24 inches the gun needs to be re-classified and cannot be held on a SGC! P1 As it it's a semi there is the minimum overall length to consider. As for the chopped tube could make an ideal slug or skeet gun as true cylinder!
