If you get caught (and plod do have a few systems out there which spot when the GPS signal fades out, and notes what vehicles are nearby) then it is a criminal offence. Basically, plod view it as being used by people involved in organised crime. As such, if you do get identified by them (which is, I accept, unlikely) then you could face conviction for, and possibly going onto various databases.
