I would presume that the ordance carried on the Reapers can guarantee a kill on a target like a car. However hitting a building that may be reinforced or where the targets may be underground in a cellar would not have the same level of success. True, but you could have a couple of GBU57 bunker busters laser guided from quite a distance away and just leave a big crater in the ground. You can easily hit the building, and destroy it, but then you don't get to listen in! it's also a matter of collateral. destroy a car and there's not too much flying around. However, if you obliterate a building, civilians are much more likely to get hit. I read a report in The Times that had a reporter in the area a while back, who says that Isis commanders are ruddy terrified of the drone strikes. They have no warning, no way to avoid it and no way to hit back. There was one commander who resorted to swapping cars constantly so they couldn't get him. Half an hour after he'd changed, a drone strike hit the car he'd changed to and killed him. Killing a medium to upper level member every other day (as the Americans are claiming) will have an effect.
