The OP was complaining about his GP, but that doesn't stop a general rant about the Police. It has not been established where any fault may lie, but some have already pronounced guilt and passed sentence. About time they grew up. A service that can't be contacted and treats any enquiry with complete distain? A service that makes up rules as they go along? A service where some forces can process a form in a few weeks and others that take nearly a year? From various poling sources about 1 in three of the population have no confidence or respect for the police. Some of what you say may be true, but until there is a different system of licensing (which you may not like even more) this is the one we have. Same goes for the police, would you prefer it if there wasnt any? Maybe that 1 in 3 have had issues with the police because they have broken the law, just a thought.. You can take it how you like, Fortune quoted 'various polls' saying 1/3 of the population have issues or no respect for the police. 1/3 of what part of the population ? Do newborns have an issue with the police ? And to directly answer your question, how many people do you know, that have never been in trouble with the law in some way?
