Just found a box full of these, number 1 bore shot cartridges.

if they were 1 bore they would be taking 16oz of shot

These look like No. 1 garden gun (.22 rimfire) as opposed to the  .22lr rimfire shot shell with the crimped top.

Yes.

they are garden gun but I havnt seen a 1 bore gun to fire them. These would not fire in the .22 garden gun

22 are smaller.

1 bore smaller still.
