social services are investigating me and his mum now as he’s been hurt ??? 
he was ran over ??? I thought it was a joke .  How can this happen ???

these things happen but I always wonder who pays for the damage. 
 

I can answer that one..........................the car owner  !    Unless you take a civil action against the cyclist. I speak from experience after a young lad of 13, head down, cycling like an idiot on the footpath,  ploughed into the front of my Landrover. Thankfully he hit the front nearside wheel and catapulted over the bonnet, landing on his head on the opposite side of the vehicle. I was exiting a small business park which was located at the rear of houses. This involved stopping on the footpath to check if the road was clear. As there was a high hedge to my left, my view to that side was limited. I had stopped totally and was then creeping forwards to get a view of the road. As a vehicle was coming from my offside (right), I stopped. I then saw the boy on a bike some 30 yards away, as I say head down, going like hell. I knew he had not seen me and sounded my horn, that had no effect and he collided with my vehicle. As I was working and a Bobby, the collision had to be reported as a 'Police Collision'. I had to leave my vehicle in position and await a Traffic Inspector to attend. In the meantime another marked Police vehicle had taken the lad to hospital, suffering from concussion. He was kept in overnight. I got the Ambulance bill too. His Father was all for trying to get some money out of the situation, but a word of advice stopped that one.  Which is why I maintain that ALL cyclists should have compulsory third party insurance, the same as a motor vehicle.
