Thanks, I'll drag it out one day & have a good look at it. Last time I moved the tin I gave it a shake & it was free not clumped or anything so should be usable.

No Blair didn't. It was the Tories. The Act took effect after John Major lost the 1997 Election but the Tories made the law that banned full-bore pistols and revolvers and a de facto ban on .22LR pistols and revolvers by mandating them to be only allowed at Home Office designated sites and for the arm itself to never leave the site but to be kept there 24/7/365.

Blair's Act banned .22LR pistols and revolvers and was more "honest" that Major's legislation on the .22LR as that was a de facto ban (the security requirements for the Tory .22LR ranges was CCTV, double entry door system, security cameras inside and etc. and so as they were supposedly "still allowed" no outright obligation to pay compensation. Blair's .22LR ban was a de jure ban and with it a legal obligation to pay compensation.
