The only way to correct is to knock them back. We have 3 climbers, the one on the front was left for years and had nothing until about 5-6 feet, plenty of blossom above but was very top heavy. The 2 over arches pruned regularly in comparison, the blossom last year was outstanding. 

Till the heavy rain and wind battered them.
