Ducks and geese outstretch their feet when landing on water to act as brakes, but the pigeon, who relies on his perching ability for his very life, actually protects his feet until the very last split second. By the time the feet are 'deployed', the wings are actually closed. You will see from the photo that also, the wings are in the absolute vertical position just prior to landing, also carried over to the decoy.
