You would be better off with a rifle to be honest, but i would look for a used webley alecto in .22 or a used HW45

 

C02 dramaticly drops in power in the cold. A lad on another forum done a test and write up to show differences. His modified ratcatcher was doing 10.5ft lbs in the day time. He then left it in his garage for a few hours in the night and tried again and was getting something like 6-6.5

 

So a 2240 on rats isnt going to be upto much unless its a hot summer night. More than likely be between 2-2.5ft lbs

Shooting rats you really will benefit from a multi shot to be honest it can be fast an furious , I wouldn't bother with any pistol other than a pcp falcon do some nice ones , or get cheap pcp rifle low mag scope an dim torch works best for me, co2 complete waste of time

Brocock do a six shot 6 fpe pistol as well, developed for shooting mink in traps....

 

Tis' true, here's my 4 year old shooting the single shot version. 5.6 ftlb and very accurate.(but no shooting stuff in traps, she's hitting beer tops at 20 yrds)

for killing rats at night whilst fishing as thay are abit of a pest

I would make sure your permission is in writing and carried with you in that case, carrying an air pistol can be viewed very seriously if its not a fully private fishery I shouldn't bother personally

2240 crossman, defo the best

A pistol will be fine for goodness sake. Use this one (comes well recommended and pretty much at the limit)
