I have two actions and six barrels so in their eyes I have six rifles not two. Different Licensing Offices have different rules, just check out yours first. Do you change the length so it makes some difference? Barrels can wear, or be different thicknesses, or lengths. It's possible to swap between calibres on some guns too, like. 22 WMR and. 17 hmr. Basically anything that holds pressure, action, barrel, bolt, even firing pin, is 'licenced' Anything else, stock, magazine, sights, isn't.
