You are far better off phoning the local council. They have an obligation. BUT remember my old mums saying , what the eye does not see, the heart won’t grieve about.

yes as long as your pellets do not go outside your garden so high wall or  wooden fence is better than a wire fence

Yes an airrifle is the perfect tool .

As its directed to the exact rat .(as opposed to poison which can be indiscriminate as to what swallows it ) 

There is no protection in law for mammals  (un like birds ) .other than cruelty laws  which apply to all .
