What were you charged with / convicted for (or cautioned for)? Your dog pooing on a public footpath would be at one end of the spectrum and GBH at the other. All you have to do is put your feet in plods shoes - what incentive do they have to give you a licence...none - with good justification too. I am really doubtfull, but you could get lucky. You'll get your fee back, if they knock you back and you'd probably get an idea of how long they expect you, to stay free of any further trouble, before they may entertain a re-application. The FEO's seem to be reasonably sensible and know that there are only a few people that have truely, never transgressed and an awful lot more that have, but were never caught. I suspect the police keep a record of the last refusal date, with some sort of minimum interval from then. Also consider thet if you mix in circles that lead to frequent heated confrontations you have more to lose if you get equiped again... and more to hold you back.
