 does anyone have any ideas how to make one?

As regards the pecking pigeon, have a look at a real one, it pecks much faster and with almost a shake to it`s head, especially on greens. IMHO the humble shell does a better imitation and is wind powered.

A flapping rotary, very nice, however when a woodpigeon is commited to dropping into the pattern, it`s wings are open and it is gliding in and any wary birds will be flapping ready to take evasive action and therefore will most likely spook incoming birds.

Fieldcraft is an art and takes time to amass and will put a lot more in the bag than most gadgets

At this rate you will need a quad and trailer to haul all the gadgets out to the field, personally id prefer to travel light, then hump loads of dead pigeons home
