Why can't they do the same when we're out shooting you have waterproof small ID and they know you can hold the gun. That is plastic the same as a driving license and less liable to be turned to pulp through stress of weather or unintended fresh and salt water duckings. Or you have a counterfoil like a photocard licence does which your endorsements are written on. Your various different firearms could be electronically stored onto the licence's chip and when you need ammo-you simply take the counterfoil to the shop.
