It must be for some sort of stepped receiver, the 20moa bit is a matter of just a millimeter or so, hardly visible unless you put two rails side by side. I have the same on mine The front fixing on the Howa is 3mm thinner than the rear fixing, this is nothing to do with the 20moa. A 0 moa rail for the Howa would still be 3mm thinner at the front as the fixing points on the receiver are at different heights - Ie. It can't be fitted any other way.
