Not in America and  they got the death penalty what more do you need not to commit a crime but they still do

I was thinking of birching for crimes which do not merit the death penalty. Rioting, for one example. Birching would cure football hooligans with one dose, I reckon.

Far too may bleeding hearts to bring back any form of corporal punishment - imagine the claims after being flogged.....Assault, ABH and then the recipiant would claim he could no longer work due to injuries, that's before the claims for mental issues brought on by the flogging. Hanging is no longer a viable method because of the costs involved - it is far cheaper to imprison someone for life if you add up the legal costs of  one appeal after another.
