There was some footage circulating a week or so ago of two police horses being attacked by an American bulldog, the owner was doing very little to get his dog under control I couldn't see him with a lead a brave member of the public grabbed the dog by its collar, but in the back ground there were people walking past even a woman with a push chair. that incident although unpleasant as it was could have been far worse. The brain of Britain owner stated that his dog was safe and friendly.

It would depend on what act and section he was charged under, I think that it would be unlikely he was charged with possession of a firearm without a certificate and more likely possession of a firearm with intent to endanger life, so he could be a certificate holder.
