Mungler
Noise pollution is a well documented form of mental torture. The first thing to do is gather evidence. Get the video camera out and start filming - get one of those DVD ones - more recording time, cheap DVD (tapes) and keep at it. Get a camera with a date and timer stamp. Evidence is key - when you take action and start complaining you will need it. Then start a formal complaint to everyone and anyone that will listen. Environmental health, the police, the RSPCA your local MP. See if there are any other neighbours that are hacked off. Failing all else see a solicitor (once you have enough evidence) and get a civil injunction. Don't lose your rag. Understand it's a pain and you can resolve it. Manage your own expectations and keep your license.

Oly
I would firstly simply write a nicely worded note and post it through their letterbox. Something along the lines of ..."Do you realise that your dog is barking quite a lot recently. May I suggest that you give the dog some training/seek some advice for the health of your neighbours as well as that of your dog." I know it's not worded very well...but something along those lines...worked for me and a lot less confrontational than going round when wound up. Also, don't write it when the dog is barking...and then once written, re-read/write it the following day...that way it won't come across too strong. Mungler
Alternatively, the 'ol favourite - out with the beer cans, down to pants only and conduct a gun cleaning session in the garden whilst sitting in a rocking chair muttering about how the dog's barking is blotting out the voices in your head which normally tell you to stay calm. Oly
http://www.environment-agency.gov.uk/about...=1&lang=_e# Doubt it classes as a "large scale industrial site"!! Contact your council if you want to g down that route...but it may put their backs up if you don't try to resolve this personally.

henry d
Another tack is to let them know you will gather evidence(will other neighbours help out ?) and that you have left it up to them to take steps to remedy it before you , and stress you would rather not, are forced to take action. SNAKEBITE
its too late to talk !! its gonna be a war Just be careful. Beter to take a dep breath and buy a set of ear plugs rather than risk your ticket. Whenever you feel like kicking off just take a run round the block. Believe me I know how easy it is to flare up and think about it after the event.

Lurch
In these cases the advice is often to speak to the neighbour to resolve the issue, but the fact is that if the neighbour is a reasonable person the problem does not arise - so dialogue is a lesson in futility. We have an issue with our neighbour's brat shouting and screaming in the garden from dawn til dusk, the dialogue got not much further than "Children have a right to play, dogs don't have a right to bark". The obvious response that the dog barks in response to the racket next door was wasted breath.
Highlander
Time to get a set of 'Rock Concert' style speakers wired up to your sound system and play the dawn chorus VERY loudly from dawn2 dusk or vice versa and see what the reaction is then
