I would suggest you contact the seller, as it looks like it is either network locked as others have said. The other thing it could be is stolen (as new and I guess in box) and disabled by the network provider.

If it's stolen, the IMEI number will be blocked by GSMA, they are an organisation representing the manufacturers and if it is blocked/stolen it won't work on any network.

 

Several hundred iphones were stolen recently from a distributor in the north. All were blocked...
