oowee
If you only want to see a few pigeons some of the quality brands second hand old models take a lot of beating. They will be a little dated in design and heavy but will work far better than some of the cheap new chinese stuff. Budget (at that level) and seeing at last light do not go hand in hand. I bought a pair off the bay two or three years ago for a lot less than £50 , they were PENTAX , clear as a bell and plenty good enough to watch pigeons and cheap enough to leave in the motor. Have a look on the bay under Pentax binoculars , there are plenty on there and well within your budget.
Mice!
Plenty get sold on here as well, nothing wrong with second hand if they were a good make to start with.

arjimlad
https://www.amazon.co.uk/gp/product/B00YWLJCT8/ref=oh_aui_search_asin_title?ie=UTF8&psc=1 I have been quite happy with these, the clarity is very good and the adjustable eyecups work well with my glasses too.
