I thought it might be for testing trigger pulls but it’s graduated from 0 - 20 lbs. Note the curved top end with the screwdriver blade. Now for the next one - a strange bipod plus a rest (I see no way they mate together) Last owner added a jubilee clip as he used it with his spotting scope.
