Claire Frost had to be treated at the Norfolk and Norwich University Hospital after she was bitten trying to stop the dogs, but police have told her they cannot take action against the owner, because she provoked the animals by trying to stop them killing her pet. The dogs, which were white and brown Staffordshire bull terrier cross breeds, ran into her Newton Flotman home on Friday night and, as she watched in horror, they killed her 20-year-old blind cat Hogan. The 43-year-old said: “I have got two Labradors which I had let out into the garden when I heard them growling and snarling. There were two other dogs in the garden and they ran at Hogan. “They picked him up and dragged him into the house. I was on my hands and knees trying to get them off him and I was hitting the dogs but it was no use. “One of them got my thumb in my mouth and I hit it to make it let go. Then they ran off, went across the road and another neighbour had to hit one of them.” The dogs were eventually trapped in a garden until the police arrived - but it remains unclear whether any action will be taken against the owner. Hogan - killed by dogs Mrs Frost has submitted a complaint to Norfolk police after she was initially told the case had been closed before officers had taken a statement from her. But a spokeswoman for Norfolk police said a complaint had been received and the investigation was still continuing. However, it is understood the law means the police cannot take action against the owner of the dogs because they only attacked Mrs Frost when she tried to stop them from killing her cat, which is seen as provocation. Mrs Frost, who works at the University of East Anglia, said: “It seems crazy and I think there needs to be a change in the law. I have an 11-year-old daughter and what if they had attacked her? Would action have been taken then? My cat was 20-years-old and blind and did not deserve to die like that.” Last month villagers raised their concerns that a catnapper was operating in the village because 18 pets had gone missing from the Olive Avenue area during the past year, with most never being seen again. Following Friday's horrific attack, suspicion fell on the pair of dogs, but with them currently contained by the police, another cat has gone missing. Fellow villager Andrew Flintham, who found one of his own cats dead by the A140, said: “We had wondered if the dogs were connected to all the cats which have disappeared, but another one has gone missing since they were contained, so we are having to look at all sorts of leads. “We have counted 21 which have gone missing now, of which 11 have been reported to the police. I know that that is a stupid question, and that it would almost certanly be ilegal, but in the past it has notbeen unheard of for farmers to shoot dogs causing trouble ( sheep worriers, or hen killers ) Surely it is only a mater of time before that happens here. ( if it hasn't already ). La Figero said of the IRA men shot by the SAS on the Rock that ' in france they would not have been found un armed ' The implication being that the truth would have been corrected for the cercumstances. Hezbear Posted August 7, 2009 Report Share Posted August 7, 2009 Where i used to live there was 2 staffs that used to attack other dogs, cats and people till my 2 old lurchers met them the lurchers came out almost unmarked though, the staffs should have been put down in this case though as they entered the property. All owned by young men with bad attitudes, a taste for Burberry and small privets. Most look more accustomed to the pit than the placid creatures the KC tell us pure bread staffs are. Yet if that was the case the Chavs wont be getting them. Bad breed end off, there are much more owned by the wrongdoers than the ones that are looked after in a good home. My dogs are behind a locked gate and 6 feet wall, not in someone's house. When people blame the breed because some idiots own them it has come to rock bottom. Its just neglect. But I tell you now that the lads round here work on turning out foul tempered dogs and pride themselfs on the results. Its like some kind of measure of their manhood. Pitballs are "banned" but you go to any City park and you will see Chavs with Pit Bulls. Fat lot of good the "ban" did. Oh yes, handguns got banned as too illegal firearms and yes knives have been banned. So, you can't properly police the breed so the owners need to be policed and controlled. That's about it really. That has just confirmed that "banning" hasn't worked, the reason is now academic. There should be a new approach and it should be co-ordinated against all anti social and threatening behaviour. It's the owners that need to be targetted not the breed. EDIT: In fairness I ain't a fan of the breed and will always give them (Staffy or Pitbull) a massive swerve if out and about. But the dog that has the most recorded bites against it is supposed to be the cocker. I have a cocker and she's lovely. So what next, ban Cockers? Then what about nippy Jack Russels or bad tempered Rotties. And so it goes on. Thus I can understand how owners of "good natured" Staffies feel when having to view these recurrent threads. Hezbear Posted August 7, 2009 Report Share Posted August 7, 2009 In fairness of mikees posts dog licenses should be brought in, one of the biggest staffs i have seen is a gem with people and other dogs, but he could go anytime. I was going to use this this dog in my line of lurchers and terriers , thats how good natured he is. As for cockers Munglers i'm still in love with one. Imperfection Posted August 7, 2009 Report Share Posted August 7, 2009 dog licenses should be brought in, But the reason they were scrapped is because the vast majority of dog owners never bothered getting one and it was unenforcable anyway.To make dog licences mandatory-you would need dog wardens patroling 24/7 to check on unlicenced dogs and who excally is going to pay those wages? The licence fee would be an horrific amount and why should everyone else be persecuted? Bad owners thankfully are a minority and nothing needs to change. Think about it. the big difference is in the severity of the bite, yes cockers and JRT's will nip and can cause nasty bites / fatalities in tiny children but some of these other dogs have the ability to kill adults.
