will it make a difference? don't think so,these "people" set out to kill n be killed end of. if they do get one alive I wonder if the government will be so quick to hang him/her or will it just fan the flames. there appears to be no shortage of recruits now,so would we get an even greater surge of wanna be martyrs I don't think it will make much difference,as this is happening,will happen,and is going to happen for a long time to come.
