I picked up on it before the story developed and a man upside down in the chimney with his legs in the air in the small hours smacked of a mannequin and students at that time to me. I've driven past it who knows how many times, but wasn't even aware there was a ladder affixed, never mind it actually being accessible to the general public. No doubt all will become clear in time. The ladders to scale the chiney do indeed start well above ground level so somehow he's managed to get high enough up to use them. Whatever his reasons its a sad end.
