Council house tenants didn't pay rates, but predominately voted Labour and could vote in spendthrift councils with no effect on their pocket. Poll tax was supposed to take some of the burden off the predominately Conservative voting ratepayer. If the non-paying Labour voters disenfranchised themselves, so be it, win win.
