It is passed on from generation to generation. Hence my suggestion of sterilisation. I remember a mother coming into the school I was attending 60 years ago. She was ranting and raving at a student teacher from Malaysia, just stopping short of assaulting him. All because her little brat had been sent to the Headmasters office, for the disruption he caused. 20 years later, I was present when he was dragged in kicking and screaming, arrested for murder. And just like on the other thread, it's a complex issue with multiple reasons, often as Westley pointed out spanning multiple generations. It will take a complex multi prong approach that tackles the root of these problems, along with a big stick of punishment at the end for those that won't reform.
