Most likely the way things are going-you could drive to the station and leave a message that you are being burgled/raped/mugged and they could get back to you with a crime number as soon as they return from catching heinous criminals who are blatantly doing 34 in a 30 mph area. Now what he is actually saying is I haven't the money and resource to deal with it BUT in a highly political way. As in don't upset the hand that feeds and loose further promotions. You know that the vast majority of police couldn't give a toss about people doing 34 in a 30. I don't, every single person I work with doesn't, and everyone I've ever worked with hasn't.
