They've won the PL and FA Cup, been in European competitions every year and finished in the top four ever since they stopped playing with lace up caseys. Arsenal and Spurs don't pay the transfer fees or wages required for PL titles. Top four is all they can hope for no matter who is in charge. As said earlier; Arsenal and Spurs haven't got the cash to compete so it is an unfair comparison. Try comparing Wenger with anyone other then Ferguson and see what you come up with.
