Rich_H Posted July 1, 2017 Report Share Posted July 1, 2017 Could be wrong but I think this came about when Police Officers who wished to wear the flag on their uniform were told they couldn't as the colours didn't fit in with regulation black / white colour scheme so possibly belonging to a Police Officer.
