It doesn't matter who your ISP is, this problem has been around for a while.

At last it looks as though something may be done about it.

Doesnt mean they are going to be able to give you "8mb" speeds, its just telling ISP's that they have to further "Emphasise" that the 8mb quoted speed is a theoritcal maximum, but in reality because of overheads the minimum is more like 7mb, then of course you have the signal quality on your line, if your line attenuation or noise level on your phone line is high then thats going to drop it even more.

 

Im quite lucky here as im only about 300m from my BT exchange (As the crow flies), im not on a mainstream ISP, im with an ISP who currently have 6 centrals and have good capacity and a 30:1 contention ratio. During offpeak hours i can happily download at 500-600kbps, during peak times its a little slower as there are more people online, but i can usually get around 250-400kbps
