Spaniels need the fur between their toes kept short all the time and like Lloyd says check for grass seeds as the barbed ones can migrate right up the leg.

As above had a grass seed problem once with a dog but also it may be a small 'mite' which gets under the skin and causes irritation. I had this on my labrador and he licked his front paws raw before we found out why.  The vet gave us some stuff to mix in warm water and stood him in it for twenty minutes at a time and this killed off the 'bugs'.

Agree with Lloyd and B725 on the first point to check. You can usually feel, the grass seeds between toes in the webbing if they haven’t migrated. Grass seeds were my biggest nightmare this time of year when I worked spaniels, both feet and ears.

Hibiscrub supposed to be good for that. 
 

I give my dog an anti histamine of he’s run through a load of nettles etc 👍🏻
