cockercas Posted April 26, 2012 Report Share Posted April 26, 2012 whats the law now regarding taking scrap metal in?. apparently vosa or someone are fining people for taking scrap in without a waste transfer licence or something along them lines. anyone shed any light on the matter, ive loads of copper and lead to weigh in. UKPoacher Posted April 26, 2012 Report Share Posted April 26, 2012 If it is private waste then you don't need a waste transfer licence. You will need proof of identity and address. A driver's licence, V5 for your vehicle or recent utility bill or bank statement will suffice. Take two means of ID. If it is commercial waste then you do need a waste transfer licence. The scrap yard may or may not ask to see it, bit they should and in any case their records are checked by the police and local authorities. Waste transfer licences are obtained from the Environment Agency. You also need to check your vehicle insurance as there can be a surcharge for vehicles carrying metals. You won't need a waste transfer license if it's your own stuff, if you were doing it for someone else then it changes. drut Posted April 26, 2012 Report Share Posted April 26, 2012 If its for you personally no problem,see who needs to register on http://www.environment-agency.gov.uk/business/sectors/wastecarriers.aspx .VOSA & HM Customs(red diesel)+Police have been stopping vehicles near me:specifically targeting scrap metal theft,duty evasion,unroadworthy vehicles etc.If the scrap is yours it should present no issues. working dog Posted April 27, 2012 Report Share Posted April 27, 2012 (edited) If this is commercial waste, as has been mentioned before, the scrap will be classified as waste and needs to be moved with a waste transfer note. This will track the waste from producer to scrappy and when its changed into a finished product (steel ingots etc). Every person involved in the chain has a duty of care to ensure that the waste is disposed of correctly. Any vehicle carrying waste needs a carriers license - this would include things like wire offcuts and small bits of trunking for a sparky for example - extreme but if the EA want to take it to the letter, this is the case. There are arguments that scrap is a commodity and is not a waste - in the EA's eyes, this is a waste. There are EA guidelines around WTNs and as long as the standard information is on the form you can create your own WTN. Edit : Meant to say that I'm not part of the EA. We have a waste management and consultancy company so I get bombarded with this stuff every day. Thats not the case. Any commercial waste that is non hazardous needs to move on a waste transfer note. Regular waste collections (eg. bin collections from commercial premises) move on a season ticket which is still a WTN.
