nope, not too rare in places where there are large numbers of greys. Back in the US it is tougher to see them in the wild. There are fox and grey squirrels in the same areas (slightly different niches sometimes) and they tend to compete enough and keep the populations low enough that the genetic variance excludes the black color phase. In the big woods areas where there are lot of squirrels that aren't hunted and minimal numbers of fox squirrels, then you have a better chance of seeing black squirrels. Also, large parks and city areas with no predators and high populations of squirrels will produce more black squirrels.

The woods around our local golf course are full of them. Not actually black but more like dark brown.

 

There is a squirrel that comes in our garden and sits up by my window is like a patchwork. Bits of him are grey, bits of him are brown. But the bits that are brown are perfectly brown and the bits that are grey are perfectly grey.
