Given the cutbacks in coastguard services it would be a piece of cake for a small boat to launch from a ship 2-3 mile off shore and land some nasty things dropping a few bits on the way. As has been mentioned, the SA80 series of rifles uses 5.56mm NATO, but so do a lot of other weapons including things like the US M16 and M4 series and many others. It is a standard NATO assault rifle calibre and is also used in some squad automatic weapons like the FN Minimi. That it is in stripper clips means it is definitely military issue - I cant remember exactly how many stripper clipped rounds were in a bandolier but it must have been getting on for 300. My money would also be on a soldier either deliberately or accidentally finding himself in possession of rounds he shouldnt have been and dumping them. I believe that's also exactly as supplied to most police forces. http://www.targetsportsusa.com/images/Product/large/4260.jpg EDIT : surprisingly accurate ammunition, my rifle groups incredibly well with it. Cheap too, last lot I paid £20 per 50 rounds. The only real downside is that it has crimped primers, so more work for prepping the brass for reloading. Good quality brass though.
