The old fishing licences were cheap and all the fishermen cried, "why do we pay anything, the current price doesn't even cover the costs ?".............................................so the EA put the price up. But when he has to check out x amount of acres of land on x amount of farms, can be a lot of traveling around plus the office work and home visits. After all it's only law abiding tax payers who apply and get issued with a license, the scrotes, drug dealers and chavs don't bother and seem to have no problems buying the gun of their choice in the local pub, so what does a licensing system accomplish.
