What's digging these in my garden?

I have moles at the end of the garden now and then and catch them with scissor traps. However, I've not been out there much for the last month or so due to the weather.

 

Anyway, when I did wander out last week, I was a bit shocked to see that loads of new holes – about an inch and a half across and linked by tunnels just under the surface – had appeared. They had no molehill around the top which is why I never noticed them from the house but there are probably 50 of the darned things.

 

Before I call the pest control people, does anyone have any ideas what's doing this and if there's anything effective to deal with it that I can get over the counter?

Field voles.Supposed to be getting scarce over the last decade ,but there are quite strong 'pockets' of them in wet areas these last two or three years in Herefordshire.A network of tunnels/holes just below the grass roots is typical.It's what motorway Kestrels will be hunting for most of the time in the winter.
