You turn the handle which is geared to cause the tapered spike to rotate faster ? maybe it has/had something like a sharpening stone ? maybe its a tapered shaft and had something else like a polishing mop which was hand driven but rotated at speed ? Posted September 22, 2013 Report Share Posted September 22, 2013 (edited) that is part of a bigger farm yard tool, there were several different machines made with this hand wheel contraption to run them, my father has a few in his collection inc an apple pulper, chaff cutter etc, the same style mechanism has been used from spud peelers to metal rollers. Being hand wound the effective reduction gearing would mean very little torque on the tapered spindle bit so can't be for anything heavy.
