The country can pass all the laws it wants, if the cps isn’t willing to enforce anything or the prison service is too full(and/or rehabilitation services are stripped of support) then as a nation we’re ###. The 'Crown' case will be covered by the usual 'Crown' means which is in effect the taxpayer. What I don't know is if they have to pay 'extra' for lawyers, barristers etc., or whether they use permanent staff (in effect civil servants). The cost of the 'court case' machinery (clerks, judges, security, stenographers etc.) is presumably always from the taxpayer - and with the current long delays in any court cases (allegedly post covid, though there were big delays pre covid) a valuable and scarce resource.
