If I can't see any bisible bolt and can see the break action in the gun form the pictures then so probably can the armed officers on the ground. If he would have been in America he would have died in a hail of bullets, especially after pointing the rifle at the cops. One lucky stupid young man. It doesn't matter if armed police either shoot or don't shoot it's apparently wrong.I think the guy is very lucky, we assume the police had images as clear as the ones in the news article to look at.
