Enquiries have several purposes; Setting up an enquiry is an immediate response and as such acts as a political 'pressure release' as you can always say 'wait for the enquiry to report' Public opinion fades very quickly - and once an enquiry is announced - the immediate pressure is off, other things take the headlines and the issue goes away It employs whole load of civil servants and 'worthies' who get paid. A good way of rewarding loyalty and getting obediance The output eventually can be used to avoid (or apportion) blame and can be (if necessary) waterered down by saying that it had 'the benefit of hindsight' Overall - they are a very useful political tool.
