Pre Tony Blair, the government of the day, if it had a majority, could enact the legislation that it wanted, as Margaret Thatcher successfully did by sorting out the stranglehold that the unions had on British industry and by abolishing the GLC. Blair stuffed the civil service and the judiciary with lefties and recreated the GLC in the form of the London Mayor, so thwarting many of the efforts of the subsequent Conservative governments.
